The Strategies implemented to minimise the impacts of earthquakes are to build earthquake resistant buildings, study the plate movements and predict when an eathquake would happen and to eductae the public how to evacuate sfaely and quickly.
By building earthquake resistant buildings will not only reduce the number of deaths but will also minimice the cost to repair the damaged buildings. An example of a country that uses this strategy is Japan which is a rich and developed country. The cost of the the earthquake resistant buildings is high and thus is not available to the less developed countries like Indonesia and China. This is evident in the SiChuan earthquake where many buildings like schools collasped and killed many.Hence, this strategy's effectiveness is limited.
To study plate techtonics and predict when an earthquake will occur will definitely minimise the number of casualties and damage. This study is done so by sending satellites into space and hiring scientist or professionals to monitor the plate activities. However, this stratgy has its limitations. Satellites are expensive to make and mantain hence it is may only be availble to richer and weathier countries that can afford it like Japan and not Indonesia. Moreover, even if one's country implements this strategy but does not have a good communication network the public would not be evacuated immediately. This could be evident in the Tsunami that happened in Indonesia in 2004 where the public was not informed quickly enough and resulted in many casualties and damage.
Finally, to educate the public through evacuation exercises will help the public react quickly and calmly in a real earthquake. Hence, a lot of capital is involved in these kind of campaigns and talks. Thus, this practice is only often used and practiced in richer countries like Japan and not Indonesia. In addition to its disadvantages, the public may not take this exercise seriously and make a fool out of it, leading to the wastage of huge amounts of money. Hence it is not effective to a large extent.
In conclusion, all the strategies implemented are effective to a small extent due to the cost and hence only the richer countries can afford to implement it. However, if all the strategies are practiced together, it would greatly reduce the devastating impacts of an earthquake.
